The Nordic Development Fund (NDF) is a joint international finance institution established in 1988 by Denmark, Finland, Iceland, Norway, and Sweden. It focuses on the nexus between climate change and development, particularly in lower-income countries and those in fragile situations. The NDF prioritizes projects focused on adaptation and resilience, as well as projects delivering synergetic adaptation and mitigation benefits.
For its collaborations with ADB, the NDF focuses on climate change mitigation and adaptation, resilience, natural resources management, and capacity building. The fund supports ADB Ventures, a venture capital and technical assistance fund that helps early-stage growth companies operate on technology and deliver development impact to its beneficiaries in Asia and the Pacific.
The NDF supports the Community Resilience Financing Partnership Facility, which aims to scale up community-level investments in climate adaptation and build the resilience of poor and vulnerable communities to the negative impacts of climate change.

ADB approved a $6 million grant, as part of a total project cost of $16.6 million, to help improve climate resilience, water and food security, and livelihood opportunities for rural communities in Timor-Leste.
From 2015 to 2020, ADB pioneered a regional technical assistance project, funded by the Nordic Development Fund, to help countries in the Greater Mekong Subregion better understand the link between climate change and human health and explore ways to enhance health system capacities to respond to climate-induced health threats.
By holistically pursuing rural development, the Water Resources Management Sector Development Program has not only helped reduce poverty in rural Cambodia; it has also made water agencies and farmer communities resilient to climate change and natural disasters.
ADB and the Nordic Development Fund collaborated on several knowledge products and/or events, including the following:
The second Community Resilience Partnership Program (CRPP) Partnership Forum gathered community leaders, officials, experts, and climate financiers to explore how poverty reduction programs can support climate resilience. The CRPP is operationalized through the Community Resilience Financing Partnership Facility, which is supported by the Nordic Development Fund.
This report highlights the progress made under the Community Resilience Partnership Program to strengthen climate resilience in Asia and the Pacific. Financing partners for the program include the Agence Française de Développement, the Nordic Development Fund, and the United Kingdom’s Foreign, Commonwealth and Development Office.
Active trust funds are those a) with ongoing projects; or b) with no active projects but have remaining funds.
The Nordic Development Fund contributes to ADB’s development initiatives through cofinancing.
In January 2011, ADB and the Nordic Development Fund (NDF) signed a memorandum of understanding for institutional cooperation and cofinancing of programs and projects. This arrangement specified the type of projects the NDF will support, which include pilot projects on climate change mitigation and adaptation.
