The Republic of Korea established the e-Asia and Knowledge Partnership Fund (EAKPF) contribute to poverty reduction in Asia and the Pacific by improving access to information and communication technology and facilitating knowledge sharing and partnerships. It covers all ADB sectors with priority on water; energy; finance; transport; education (skills and vocational training); public sector management (e-government); and health (universal health coverage, medical information system). Among these sectors and areas, projects incorporating components such as climate change, disaster risk management, and digital transformation will be preferred. The fund supports ADB technical assistance (TA) projects, grants, and investments, which contribute to project readiness, policy reforms, institutional capacity, and knowledge dissemination.
In 2024, the EAKPF committed to cofinancing 23 TA projects amounting to $23 million, more than double the amount in 2023. These include the fund’s commitment of (i) $5 million to support the establishment and operations of the ADB-Korea Climate Technology Hub in Seoul, Republic of Korea, and (ii) $1 million to a TA project to support the development of diversified and responsible critical mineral, and clean energy technology manufacturing supply chains. The fund continued supporting ADB’s loan projects in Bangladesh, India, Kazakhstan, the Lao People’s Democratic Republic, and Uzbekistan, covering sectors, including transport, energy, finance, and agriculture.

The Republic of Korea and ADB signed a memorandum of understanding (MOU), earmarking $2 billion in cofinancing for ADB sovereign operations. The MOU also aims to strengthen technical assistance and feasibility studies support from the e-Asia and Knowledge Partnership Fund.

The Republic of Korea e-Asia and Knowledge Partnership Fund is cofinancing a technical assistance project that supports rural banks in the Philippines to implement digital transformation solutions aimed at reducing operational costs, improving efficiencies, improving customer service, and catalyzing financial inclusion as part of ADB’s Fintech for Inclusion Transformation program.
With support from the Republic of Korea e-Asia and Knowledge Partnership Fund and Japan Fund for Prosperous and Resilient Asia and the Pacific, ADB and the government and people of Mongolia address personal safety and harassment issues impacting residents in the ger areas as they traveled on roads and in public buses.
From 2020 to 2024, ADB and the Republic of Korea e-Asia and Knowledge Partnership Fund implemented the Mitigating Impact of COVID-19 through Community-Led Interventions project in partnership with civil society organizations.

Power sector reforms will encourage the private sector to foster independent energy regulations and support weather-resistant power systems.
The COVID-2019 pandemic has underscored the importance of strong health security and vaccine delivery capabilities in the region. The Republic of Korea e-Asia and Knowledge Partnership Fund supports ADB’s developing member countries to improve vaccine development capabilities.
It is about trading better: Central Asia sees improved trade integration, infrastructure, and systems as key to boosting economic growth, jobs, and opportunity.
Recognizing that better teacher quality is key to improving students’ learning outcomes especially in functional literacy, ADB through the e-Asia and Knowledge Partnership Fund supports the Teach for the Philippines in the implementation of a strategy to recruit new teachers and provide them with training in modern pedagogical techniques and the use of appropriate technology.
As climate change impacts national budgets and economies, ADB and the Republic of Korea are helping Central Asian countries strengthen their public financial management systems to fight climate change more effectively.
With ADB-managed grants from the High-Level Technology Fund and the Republic of Korea e-Asia and Knowledge Partnership Fund, Armenia is establishing the foundation for efficient data management designed to encourage investments, enhance transparency and e-government capacity, and ultimately spur economic growth.
