Established in 2013, the Health Financing Partnership Facility aims to improve health outcomes in developing member countries. It is an umbrella operational arrangement to enhance administrative coordination and efficiency, rather than a legal entity or structure. The facility mobilized cofinancing from development partner agencies, the private sector, and foundations to support the implementation of ADB’s Operational Plan of Health under Strategy 2020. It includes two funds: the Regional Malaria and Other Communicable Disease Threats Trust Fund (active fund) and the Cooperation Fund for Fighting HIV/AIDS in Asia and the Pacific (financially closed).

The Regional Malaria and Other Communicable Disease Threats Trust Fund, or RMTF, was set up in December 2013 to support developing member countries in developing multi-country, cross-border, and multisector responses to urgent malaria and other communicable disease issues.
Financial resource mobilization by the Regional Malaria and Other Communicable Disease Threats Trust Fund has helped eradicate malaria and build a strong foundation for health systems in the Greater Mekong Subregion.
Initiatives to eliminate malaria risk in the Greater Mekong Subregion (GMS) have been multi-country, cross-border, and multisector. Asian leaders have committed to a malaria elimination road map, domestic funding for malaria elimination has increased, and ADB has offered its first health bond for GMS countries.
